This probalby is more about putting them in the app game rather than competing with the App Store. The problem that they are trying to solve is the ability to have apps run across operating systems is one that could use solving. It will be hard for the Telcos to make it work since they do not have much of a realtionship with the App Developers.

The Telcos also have something to offer. Direct access to their network and billing system. A better idea would be for them to first reach out to the developers to help them leverage their advantages.
